How come some groups allow 100GB and original sizes for photos and others don't?

As I have several yahoogroups, I've noticed that some have the 100 GB + "original" photosize option but others still have the "old" system. Likewise the group I've just started. Why this distinction? Can a group owner interfere in this in some way? (change stg in the settings or stg?)
